The Russian Ministry of Finance is in talks with the Central Bank of Russia to allow a specific group of investors to trade cryptocurrency within a controlled framework. According to TASS, Alexey Yakovlev, Director of the Department of Financial Policy at the Ministry of Finance, stated that these transactions would take place within the Experimental Legal System (EPR) of the country.

Yakovlev, during the Asset Management Market Leaders Forum, announced that only individuals classified as "super qualified investors" would be eligible to participate. However, criteria for this new investor category are still being developed. "We are working on an experimental legal system to launch the organized trade of digital currencies in Russia. This will be for the super qualified investors, a new category that is yet to be determined and defined," he said.

In addition, he expressed optimism that the initiative could be implemented in the near future, provided that three key conditions are met: establishment of the experimental system, identification of super-qualified investors, and implementation of comprehensive risk control measures. When these conditions are met, the Ministry of Finance plans to submit a detailed proposal to the government for approval.
