Combating fraud through education! Taiwan Blockchain Education Forum discusses Money Laundering and the challenges of fraud. Prosecutors share real-life cases.

On December 10, 2024, the Taiwan Blockchain University Alliance successfully held 'dEDUCon: Member Conference and Blockchain Education Forum' at the Legislative Yuan. The forum not only focused on blockchain technology and education but also emphasized how to use the power of education to address global challenges such as money laundering and fraud that may be caused by emerging technologies.
The guests present at the meeting include legislator Ke Ru-jun, Huang Shanshan, Director of the Information and Technology Education Division of the Ministry of Education Wu Ying-ting, Chairman of the Asian FinTech Alliance Cai Yu-ling, Chairman of the Taiwan Virtual Currency Commerce Association Zheng Guang-tai, as well as representatives from Taiwan's industrial, government, academic, and public association sectors, as well as representatives from the Taipei City, New Taipei City governments, and the American Institute in Taiwan. The guests present at the meeting witnessed the signing of the 'Blockchain Anti-Fraud and Anti-Money Laundering Education Memorandum' by more than 30 blockchain clubs across Taiwan, emphasizing technology neutrality, but also highlighting the importance of education in cultivating campus talent and empowering technology for positive applications.

Peng Shaofu, Chairman of the Taiwan Blockchain University Alliance, pointed out that Taiwan has the world's best blockchain talents and engineers, as well as a relatively friendly development environment. Under the efforts of associations and various associations, it has built a good communication and self-discipline mechanism among industries, government, and academia. He emphasized that the University Alliance has become the largest blockchain student community in Asia, with the responsibility to implement education on emerging technologies. Since 2019, it has successfully cultivated many young talents in the industry, providing the industry with many skilled and experienced talents.
Peng Shaofu said that in the future, he will continue to promote the popularization of anti-fraud and anti-money laundering knowledge, and promote its inclusion in regular courses, so that students can grasp the concepts of fraud detection skills and risks while learning. Proper education is the best way to prevent fraud. If Taiwan can popularize technology education and financial literacy education, it will effectively reduce the number of fraud victims and the amount of fraud, and also reduce the burden on law enforcement and judicial agencies.
Legislator Ke Ru-jun pointed out in his speech that blockchain will gradually be accepted by society, enterprises, and even governments. The technology is neutral but can be misused. How to balance technological development from an educational perspective is a key issue that we need to focus on. Legislator Huang Shan-shan stated that her mission is to make technology a positive force under government guidance, rather than avoiding or ignoring its existence. She called for the combination of education and policies to guide technology in creating value for society. Minister of Education Wu Ying-chieh believes that Taiwan has truly entered a knowledge-based economy society. Real experts may not necessarily come from schools. The knowledge and experience generated by the community have different characteristics from school knowledge. In order to solve new technological problems, both sides must innovate and cooperate continuously.
The Chairman of the Asia Financial Technology Alliance, Cai Yuling, analyzed the development potential of blockchain from an international perspective and shared that the proportion of discussions on blockchain technology in international forums is increasing, especially in the application of payments, finance, and asset allocation. She pointed out that Taiwan will be an important player on the global stage in the field of blockchain and financial technology, which depends on the united efforts of industry, government, academia, and other sectors, especially the popularization and deepening of basic education and professional education. Zheng Guangtai, Chairman of the Republic of China Virtual Currency Business Industry Association, also emphasized that education is not only a medium for transmitting technology, but also an important bridge to realize social value.
In the education forum, this event invited Prosecutor Luo Wei-Yuan, Director of the Shilin District Prosecutors' Office, Director Xu Pei-Ling of the Technology and Finance Research Institute of the Cathay Financial Management School, Professor Liao Shi-Wei of the Department of Computer Science and Information Engineering at National Taiwan University, Vice President Chen Yi-Ling of BitoEX Group, Founder Lin Bo-Cheng of XueDAO, Chairman Jian Shu-Yong of the Taiwan Virtual Asset Anti-Money Laundering Association, and Editor-in-Chief You Xun of Chain News to share experiences on virtual asset anti-fraud and anti-money laundering topics, as well as blockchain education. Prosecutor Luo Wei-Yuan shared recent case examples of virtual asset-related fraud and pointed out that criminals quickly transfer funds to overseas exchanges by taking advantage of victims' lack of knowledge about virtual currencies. International cooperation and public-private collaboration are key in investigating such cases. Professor Xu Pei-Ling proposed that anti-fraud and anti-money laundering education should be included in formal courses, and financial literacy education should be extended to blockchain technology and virtual assets, so that students can start from the basics and gradually acquire the ability to identify fraud risks.

Professor Liao Shiwei reviewed the design of the blockchain course at National Taiwan University in the forum, believing that practical implementation should be combined with theory in the classroom. For example, teaching students to set up wallets and operate smart contracts. However, education should not only teach technology, but also emphasize risk management and compliance. Deputy General Manager Chen Yiling also shared the offline education experience of BitOffer Group, especially designing simple and easy-to-understand courses for the middle-aged and elderly groups, teaching how to identify wallets and transaction security, and adding friendly prompts in product design to enhance user experience and security.
