There are differences within Trump's economic and trade team regarding the scope of tariff implementation.
One faction is represented by White House advisor Navarro, who is a tariff hawk and a supporter of comprehensive tariffs. He claims that tariffs can increase government revenue by $600 billion annually, which could be used to reduce income tax. However, he does not consider the economic consequences at all.
Another faction is represented by Kevin Hassett, the chairman of the National Economic Council, who advocates for reciprocal tariffs on a country-by-country basis, aimed at reducing the trade barriers between various countries and the United States.
He stated on television that several countries have proactively reached out, expressing their willingness to lower their tariffs in exchange for Trump showing leniency on April 2. Those around Trump who are skeptical about tariffs hope to initiate bilateral negotiations regarding U.S. tariff rates, which could ultimately lead to a gradual reduction in global tariffs.
