On March 16, the acting governor of Russia's Kursk region, Hinstein, said on the 15th that the region has begun to develop a plan for the recovery and development of the recovered areas. Hinstein posted on social media that the Kursk region has begun to work on a reconstruction plan on the instructions of Russian President Vladimir Putin, and plans to submit a draft by July 1. The state government has widely involved representatives of governments at all levels, enterprises, civil society and residents in the formulation of the plan, and held the first discussion on the 15th. On February 18, Putin instructed the government of the Kursk region to draw up a reconstruction plan in the near future. Hinstein said that the most urgent task at the moment is to completely clear the mines and restore the population to the level before the Ukrainian forces attacked. The Russian Ministry of Defense said earlier on the 15th that the engineering units of the Russian Armed Forces began to carry out demining tasks in the Kursk recovery area to create conditions for post-war reconstruction and the restoration of local production and living facilities.
